The Standard Assessment Procedure or SAP is the Government's approved method for calculating an energy assessment and CO2 emissions for new dwellings. It is used to demonstrate compliance with Building Regulations Approved Document L1A.All newly constructed dwellings are required to undergo a SAP assessment at design stage and prior to any building work commencing on site then an Energy Performance Certificate (EPC) is issued upon completion before the property can be sold or occupied. An SAP assessment carried out at design stage can confirm specifications such as insulation, heating and hot water systems, and assumed air-tightness are adequate to pass current regulations. SAP Calculations are also required for all buildings converted to new dwellings such as flat conversions and barn conversions in order to demonstrate compliance with Part L1B of the Building Regulations and to assesses the thermal efficiency of the proposed building fabric including any upgrades that may be made together with the energy requirements of the proposed heating, lighting and hot water systems of the proposed conversion. A summary report must be issued to Building Control before work commences on site.
Glazed Extensions also fall into the category of Part L1b where you may be required to demonstrate that other thermal elements have been improved to off-set the large amount of glazing. If you have an MVHR (Mechanical Ventilation with Heat Recovery) system or MEV (Continuous Mechanical Extract Ventilation) installed, not only will you require the system to be balanced and commissioned but Building Control will also request a Part F Certificate to ensure the MVHR or MEV system is balanced and working correctly. If you have standard Mechanical Extract Fans you will also be asked to provide recorded flow rates to meet Part F ventilation rates.
